Prohens says the Balearic Islands cannot sustain “unlimited” population growth

Addressing Demographic Growth in the Balearic Islands

The President of the Balearic Government, Margalida Prohens, has highlighted the pressing issue of demographic growth in the region, describing it as the “main challenge facing the Balearic Islands.” During the general policy debate held at the Balearic Parliament, Prohens emphasized the need for a strategic shift to address the unsustainable population increase, which has seen the islands’ population rise from 845,000 in 2000 to over 1.24 million inhabitants, representing a 50% increase.

This significant growth has put the Balearic Islands under considerable demographic pressure, with the region experiencing one of the highest population increases in Spain. Prohens warned that if this trend continues, the islands could gain an additional 230,000 residents in the next 15 years, resulting in unprecedented demographic pressure. To mitigate this, the government has announced a three-pronged approach: meeting the needs arising from the growth already experienced, slowing the current population increase, and protecting the identity, culture, and character of the Balearic Islands.

Government Initiatives to Address Demographic Growth

While the president’s announcement outlined the strategic change, specific measures to curb or control demographic growth were not presented. Instead, the initiatives focused on adapting public services and safeguarding quality of life in a growing population. Some key initiatives include:

Housing and Employment

The government has introduced grants of up to €10,000 for the purchase of a first home for residents under 40 who have lived in the Balearic Islands for at least five years. Additionally, the fiscal regulations have been amended to raise the threshold for subsidized homes from €270,000 to €378,000. A pilot scheme has also been launched to convert seasonal workers with fixed-term contracts into permanent employees, encouraging year-round business activity.

Health and Education

A Strategic Mental Health Plan has been introduced, featuring a community-based and coordinated approach. A pilot program for psychological care in primary healthcare centers has also been launched, with 16 new psychologists added to the healthcare system. Furthermore, excellence scholarships have been introduced for fourth-year secondary students, with 25 students currently studying in Ireland and plans for an exchange program in Canada next year.

Social Services and Culture

An emergency plan worth €17.5 million has been introduced to reduce waiting times for dependency and disability assessments to six months. The plan includes additional assessment teams, remote assessments via video conference, and specific protocols for urgent cases. The government has also announced its support for Palma’s bid to become the European Capital of Culture 2031 and launched the first International Contemporary Art Fair in Palma, scheduled for spring 2026.
