Consell de Mallorca Presents Record-Breaking Budget for 2026

The Consell de Mallorca has officially presented its budget for 2026, amounting to €761.7 million, a 10% increase compared to 2025. This is the highest budget in the history of the island institution, as highlighted by President Llorenç Galmés. The budget addresses the main challenges facing the island, including mobility, tourism, and the environment.

More than half of the budget, €426.6 million, will go towards social policies, representing a 9% increase from the previous year. This allocation demonstrates the Consell de Mallorca’s commitment to caring for the most vulnerable members of society. As President Galmés stated, “The Consell de Mallorca will continue allocating six out of every ten euros to policies that care for people, especially the most vulnerable.”

Breakdown of the Budget

Social Welfare

The Social Welfare department has been allocated a budget of €351 million, an 11% increase from the previous year. This includes €9 million for the Basic Municipal Services Plan, €3 million in grants for municipal care homes, and €14.7 million for the SAID and SAID-DIC services. Additionally, the “Ca meva” Programme will receive €1 million to support housing access for people with disabilities and at risk of social exclusion.

Territory, Mobility and Infrastructure

The Territory, Mobility and Infrastructure department has a budget of €133.8 million, a 1% increase from the previous year. This includes €39.6 million for new infrastructure, such as the Sant Llorenç bypass, s’Alqueria Blanca bypass, and the roundabout on the Sóller road next to the ITV centre. Furthermore, €27.2 million has been allocated for road surface maintenance and €9.2 million for road refurbishment.

Environment, Rural Affairs and Sports

The Environment, Rural Affairs and Sports department has a budget of €54 million, representing a 39% increase from the previous year. This includes €14.2 million from Next Generation EU funds for the Llucmajor composting plant, €2.8 million for mountain refuges, and €3.5 million for sports promotion for senior citizens.

Culture and Heritage

The Culture and Heritage department has a budget of €39.5 million, a 13% increase from the previous year. This includes €2.3 million for municipal cultural grants, €1.2 million for heritage protection with the Bishopric, and €450,000 for the recovery of the ses Fontanelles shipwreck.

Tourism

The Tourism department has a budget of €20.6 million, an increase of €3.6 million from the previous year. This includes €9 million to strengthen inspectors and Sanctions Service staff, €7 million from the sustainable tourism tax for campaigns and combating illegal tourist activity, and €2.6 million to combat tourism intrusion.

Presidency

The Presidency department has a budget of €38 million, which includes €3.2 million for Families, Equality and Diversity, €6.3 million for gender violence support services, and €3.7 million for youth initiatives.

Finance, Innovation and Public Function

The Finance, Innovation and Public Function department has a budget of €81.1 million, a 29% increase from the previous year. This includes €32 million for the Mallorca Fire Service, €2.5 million for the Sindicat de Felanitx restoration, and €1.5 million for the Alcanada power station protection.

Economic Promotion and Local Development

The Economic Promotion and Local Development department has a budget of €43.4 million, a 1% increase from the previous year. This includes €22 million for the Works and Services Plan and the PAESC climate and energy plans, €5 million in grants related to the water cycle, and €2.3 million for the promotion of local products.

Contribution from the Balearic Government

The Balearic Government has contributed €449.3 million to the Consell de Mallorca’s budget, an increase of €32.3 million from the previous year. This includes €13 million from the waste management fund and €7 million for road investments, such as the start of work on Section I of Palma’s Second Ring Road.
