How Hand Luggage Fees Could Change

  • Cheaper fares for light travelers – Airlines say they can legally offer a lower price to passengers who bring only a small personal bag (like a backpack or purse) and no trolley‑size cabin suitcase.
  • Optional cabin bag – Under the new rules, a trolley‑type cabin suitcase would not be included in the base fare by default. Travelers would have to opt‑in and pay extra if they want to bring one.
